Download Video Problem

I have my videos set to NO downloads but for some reason my fans can still download them. I even checked it out and yes they can down load them even though i have it set to never. Can someone please look into this asap. I only want my videos streaming for my members.

Im having a problem with the thumbnails. my video says its uploaded. then it says oops .. then just spins spins spins. I have the best internet one can purchase for a home( I pay for business internet) but it just spins. Hard to rock and roll when the music isn't playing
